Leadership, Support and Service to Prepare All Students for Success

Dr. Nancy Kotowski, County Superintendent of Schools

County Authorized Charters

Charter Schools were conceived to operate independently from the existing public school structure in accordance with the “Charter School Act of 1992.” Notwithstanding their independent nature, charter schools are considered part of the Public School System, as defined in Article IX of the California Constitution.

Charter schools provide an opportunity to offer the use of different and innovative teaching methods that may improve student learning. It may provide instruction in any of grades K-12.

A charter school is usually created or organized by a group of teachers, parents and community leaders or a community-based organization, and it is usually sponsored by an existing local public school board or county board of education. Specific goals and operating procedures for the charter school are detailed in an agreement (or "charter") between the sponsoring board and charter organizers. Charter schools are accountable to their sponsor to produce positive academic results and adhere to the charter contract. The length of time for which charters are granted in California is five years. At the end of the initial term, the school may obtain a five-year renewal by petitioning the school board that originally granted the charter.

Public charter schools may not charge tuition and may not discriminate against any pupil on the basis of ethnicity, national origin, gender, or disability. The law also requires that a public charter school be nonsectarian in its programs, admission policies, employment practices, and all other operations and prohibits the conversion of a private school to a charter school.

The following charter schools are authorized by the Monterey County Office of Education. The County Superintendent ensures that any charter granted by the County Board contains adequate process and measures for holding the school accountable for fulfilling the terms of its charter.
