Welcome to the Alternative Education Programs of the Monterey County Office of Education. We are committed to meeting the needs of the students we serve. 

Mission Statement

The mission of the Alternative Education Program of the Monterey County Office of Education is to prepare our students for future success by providing a supportive school environment that focuses on increasing academic and pro-social behaviors and skills, while providing functional life skills instruction. We respect and value the unique contributions of each of our students and our role in assisting them in becoming responsible, stable, and contributing members of society.


The Alternative Education Programs mission is deliberately and fully aligned to the
Strategic Priorities of the Monterey County Office of Education:


The 2015-2016 Local Control Accountability Goals are aligned to the State Priorities

  • Goal 1: All students, especially language learners, will be engaged in a rigorous and supportive learning environment to prepare them for high school graduation, college and a career.
  • Goal 2: Adopt and organize evidence-based behavioral interventions to engage students and enhance their academic and social behavior outcomes.
  • Goal 3: Facilitate the successful transition for expelled youth of Monterey County to and from school districts and Monterey County Office of Education programs.
  • Goal 4: Support Districts and facilitate transitions for Foster Youth who move to and from different school sites.

Expected School-wide Learning Results (ESLRs)

All Alternative Education Program students will make progress towards becoming:

1. Engaged learners who

  • Demonstrate growth in reading, writing, and the application of mathematical concepts
  • Communicate effectively through oral and written expression
  • Think critically by evaluating, analyzing and synthesizing information for life-long learning

2. Productive members of society who

  • Demonstrate tolerance and positive interpersonal relationships within diverse settings
  • Demonstrate skills for constructive, non-violent conflict resolution
  • Demonstrate successful daily living skills

3. Career focused individuals who

  • Demonstrate technological skills to enhance learning
  • Develop occupational skills for success in the workplace
  • Learn the importance of ethics, integrity and global responsibilities

Improve the academic achievement of Monterey County students across all subject areas, and cultivate skills in critical thinking and problem solving, creativity and innovation, communication, and collaboration, ensuring the acquisition of 21st century 

Eliminate achievement gaps with respect to race, ethnicity and socioeconomic status and increase the achievement of all students, including special populations (special education, alternative education, English learners, students from families with limited economic resources, and foster youth) through individualized strategies and programs that expand learning opportunities for students needing special support.

Support schools and districts in developing rigorous and supportive learning environments for English learners in order for them to meet or exceed grade level standards, develop the English language proficiency skills necessary to graduate from high school and be successfully prepared for college and a career. 

Assist schools and districts in developing safe, supportive, and healthy school environments that improve student engagement, foster learning, and nurture a culture of respect for every person.

Ensure effective Local Control Accountability Plans (LCAP) for all Monterey County Districts by providing training on best practices and technical assistance focused on the development of plans with actions and goals that, when implemented, will improve student achievement, resources aligned with those goals, and appropriate metrics targeting all state and district priorities. 

Provide districts with infrastructure, systems, and services developed to meet their needs for effective support solutions, and ensure high levels of satisfaction with all services delivered.

Enhance and expand MCOEs capacity by establishing the practices and conditions necessary for MCOE to recruit, develop and retain skilled and motivated individuals. Implement the systems needed to promote organizational health and create a culture where the best and brightest will choose to work and thrive. 

Ensure every public dollar is effectively utilized, diversified streams of revenue are established, strategic assets are intelligently deployed and administered, and all resources are maximized to achieve the educational goals for Monterey County students. 

Increase efficiencies and optimize operations throughout the organization through the use of structural process improvement, technology automation, disciplined project management, and the establishment of adequate performance metrics and documentation that support the delivery of high-quality products and services, and promote a culture of continuous improvement.
