Williams Lawsuit

In 2004, Governor Schwarzenegger reached settlement on a lawsuit that alleged that the state failed to provide public school students with equal access to impoverished students. The role of the compliance coordinator is to assist schools in the implementation of the Williams Legislation process in the following topic areas:

  • Instructional Textbooks and Materials
  • Facilities
  • School Accountability Report Card (SARC)
  • Uniform Compliant Procedures
  • Teacher Misassignments

MCOE provides technical assistance in all of the topic areas. District Superintendents and District Boards receive quarterly and annual reports regarding the results and reviews of the on going Williams Legislation oversight during the academic school year.

Valenzuela Settlement

The class action lawsuit filed against the Superintendent of Public Instruction and the State Board of Education alleged that some students, especially those living in poverty, do not have equal opportunity to learn the materials tested on the California High School Exit Exam (CAHSEE), and that some schools do not offer a curriculum fully aligned with the state standards and the test.
Districts that receive CAHSEE intensive intervention funds (per Education Code 37254) must ensure pupils who have not passed one or both parts of the CAHSEE by the end of grade twelve have the opportunity to receive intensive instruction services. The County Superintendent's designee monitors these districts annually.
